What is the High Performance A/C Installation Program?
When it's time for you to buy a new heating and cooling system, seek out Participating Contractors who have been trained through Oncor's A/C Installer program.
This program helps to ensure contractors follow industry-approved standards during equipment installation to achieve high operating performance.
A high-performance A/C installation requires the contractor to install the new system to Oncor’s program standards:
- correctly sizing a system for the home
- ensuring adequate supply and return air
- confirming less than 10% air loss from ducts, and
- charging refrigerant to manufacturer specifications.
These program standards were developed by The Consortium for Energy Efficiency, ENERGY STAR, Air Conditioning Contractors of America, North American Technician Excellence and the American Refrigeration Institute.
What Qualifies?
- Residents of Oncor's service area who are buying total change-out replacement systems for existing homes are eligible to participate.
- Consumers must agree to an on-site inspection after installation. This is so an independent verifier can confirm the installation meets program specifications and issue a High-Performance Installation Certificate.
The equipment must:
- Be an American Refrigeration Institute rated split system with a new condenser (outdoor) and coil (indoor)
- Air conditioners must have a SEER of 14 and an EER of 11.5 or higher
- Heat pumps must have a SEER of 14 and an EER of 11.5 or higher with a minimum of 8.2 HSPF
- Meet ENERGY STAR standards
Equipment Efficiency Ratings
The general rule about energy efficiency ratings is to install the highest rated system you can afford.
There are two types of ratings for residential air conditioning systems:
- SEER: Seasonal Energy Efficiency Ratio
- EER: Energy Efficiency Ratio
Heat pumps are rated in:
- SEER: Seasonal Energy Efficiency Ratio
- EER: Energy Efficiency Ratio
- HSPF: Heating Season Performance Factor

Oncor pays a small incentive to the contractor to cover the program's additional materials and labor costs. Incentives are paid only for qualifying systems.
