Load Management Program
The Load Management program pays incentives to service providers (including energy efficiency service providers, retail electric providers, contractors, energy service companies, or customers) for curtailment of load at facilities with electricity distribution service provided by Oncor. "Curtailable Load" must have a minimum demand of 750 kW, and must be available for curtailment on short notice during the summer peak demand period. Each project must include a total estimated demand saving of at least 100 kW during the summer peak demand period. Oncor defines the summer peak demand period as the hours occurring between 1 P.M. and 7 P.M. Central Standard Time on Monday through Friday during the months of May through September, excluding federal holidays.
A single project may involve identifying "Curtailable Load" at more than one customer.
The main goal of the Load Management program is to reduce summer peak demand in the Oncor service territory and contribute to the demand savings goals established by the Texas Electric Choice Act and Public Utility Commission of Texas (PUCT) regulation. There are secondary program goals that are reflected in the program rules and procedures. These include:
- Encourage private sector delivery of energy demand savings during peak demand time on the ERCOT (Electric Reliability Council of Texas) Transmission and Distribution system of Oncor.
- Create a simple and streamlined program process to stimulate strong program participation from energy efficiency service providers and other participants.
- Minimize the burden of measurement and verification requirements for the program by implementation of a simple "verification process" by Oncor.
To participate in the Oncor Load Management Program, service providers undergo an application process and then enter into a standard contract with Oncor. To receive incentive payments, the demand savings must show a reduction in electrical demand, which is determined through a verification process wherein Oncor reviews data recorded on Interval Data Recorders (IDRs) and calculates the amount of demand savings achieved by curtailment.
